Thinning shears actually have like teeth, instead of a straight cut, they only cut where the teeth are. Which means it only takes out some hair, which in turn removes bulk. Thinning shears are almost never used close to the scalp, usually they are only used on the bottom half of hair. And of course there are different techniques to use them. Sometimes hairstylists will twist the hair and then use them, sometimes they will just use them on the ends. Most of the time they should be used on dry hair that way you can tell how much hair comes out.
