With a sharp pair of regular shears the hair can be thinned by the "slithering method" or the "push-back method." It would have to be demonstrated and I would not suggest trying it on your hair unless you understand the method and have performed it successfully.
References :
You should use a razor, but be aware that it really REALLY thins out your hair. Just pull out a strand, and then run your razor down the hair. Start at the middle of your strand, and then just run it down to your hand. Be careful, i cut my hand real bad once :P

Also if you want it layered and messy, then just run it all over your head, and you'll have this crazy hair style :] Try seperating your hair, in layers, and then that'll give you a cleaner cut

Try a razor, shaver(make sure it's clean or never used), if your scissors are sharp enough, just run it up and down your hair on one side. Anything sharp will do
References :
http://www.ehow.com/how_4910625_thin-hair-regular-scissors.html

Step 1
Focus on about a 1-inch section of hair at a time. You may increase or decrease this amount based on the texture of the person's hair.

Step 2
Comb the section from the root to the tip to smoothen and straighten it out.

Step 3
Hold the section of hair in between your pointer and index finger so that about 2 inches of hair come between your fingers and the tips of the section of hair.

Step 4
Point the shears into the 2 inches of hair. You may choose to cut straight into the section or to go slightly on an angle. If you choose to thin the hair on an angle, you will remove more hair at one time.

Step 5
Continue to cut into the section until you have removed the amount of hair necessary for the desired hair style.

Step 6
Use this technique in all areas of the hair that you would like to reduce weight and thin.

Step 7
Comb your fingers throughout the person's hair to determine if you need to go over a section of hair again.
